Cyberdrake is made up out of mechanical monstrosities and mergings of flesh and metal, save for their conscripts. As such it's no surprise that they love using toxic weaponry, because it leaves their own men unaffected while killing all organic enemies. The Desecrator embodies this.
Desecrators have a powerful suit of airtight armor. The arm of this armor has vents that exude a powerful neuro-toxic gas, whcih is so thick in the air it makes part of the Desecrator invisble when this weapon is used. It also makes it impossible to engage the Desecrator up close, because you'd choke. The Toxin Cannon on this other arm fires a stream of toxic, perhaps nucleair waste. Hard to avoid and nigh impossible to survive. Lastly, Desecrators have access to Drillbombs, which are essentially elongated grenades with a drill on one end. This drill drills the bomb into whatever it comes into contact with before the bomb causes a minor explosion, releasing the powerful toxic gas inside. This weapon is extremely suitable for clearing enemy vehicles.
That this method of fighting usually comes at the cost of many innocent lives, Cyberdrake hardly cares about. "Should have concsripted." they say. "Signing up comes with a free gasmask."
I say again, this line: "Signing up comes with a free gasmask."

Also like the armour design and toxin-dripping powerfist. The dimensions are kind of extreme though, like giant proportions. Is this done to scare enimies by his size perhaps?

Yes, and it's required for housing the systems required to move the suit, since it's outer layer is made out of a steel/lead alloy against radiation, as it's toxin cannon is also used to fire nucleair waste.

Basically, it would have to attempt to roll onto it's left side and use it's arm to lift itself a little bit, then stand up. If that would fail, it would be helpless without supporting units. This is pretty much it's only weakness though.

You try knocking a suit of steel and lead over. That thing weighs a ton or so. Besides, it can stand toe-to-toe with you in close combat, as he can use his arm to crush your skull, or simply choke you in toxic fumes.
